Inappropriate Behavior and Impairment in Professional License Defense

KXAN News reported on May 20, 2024, that the Texas Medical Board temporarily suspended a Round Rock, Texas, medical doctor's license because his practice of medicine “ poses a continuing threat to public welfare.” The Board also found evidence that Dr. Willard James Davis was “impaired” while working at St. David's Georgetown Hospital on January 24, 2024. St. David's HealthCare issued a statement to KXAN that Davis would no longer be working at any of their facilities.

Davis was also found to have engaged in “inappropriate behavior” with a patient while working in the emergency department at The Medical Center Hospital in Odessa, Texas. The Board also alleged that Davis left the emergency department “unattended for long periods of time.”

Impairment Issues

Other news sources stated that the doctor's impairment in the emergency department involved showing up so intoxicated that he could barely stand. Blood testing showed that he tested positive for marijuana and sedative drugs that were not prescribed. On April 20, he was found asleep behind the wheel at a busy intersection and failed a sobriety test. It is unclear what conversation with a patient was deemed inappropriate behavior at The Medical Center.

Issues with License Suspension

In the reported case of Dr. Williard James Davis, the suspension was listed as temporary. However, the article did not cite any specific end date for the suspension. A medical board has the authority to stop the license holder from operating in any official capacity for a specific or indefinite period. Davis was suspended by the Texas Medical Board without notice on May 16 because his practice posed a threat to public welfare. The temporary suspension will stay in place until further action is taken by the board. A suspension hearing will be held as soon as possible after ten days' notice to Dr. Davis unless the hearing is waived by the doctor. To date, there has been no update on the status of any hearing in this case.
